Bilal Shaukat

Bilal Shaukat is the Managing Partner – Pakistan at RIAA Barker Gillette, leading the corporate and commercial practice from the Karachi office, specialising in Corporate Law. He is a distinguished Barrister recognised as a key advisor to clients in the financial, commercial and industrial sectors, specialising in regional and cross-border projects, high-value transactions, and intricate regulatory and compliance matters.

Bilal has extensive experience in drafting and negotiating complex project documents, corporate and financial structuring, mergers and acquisitions, divestitures, and financing, including Islamic finance such as sukuks and project finance. He has advised on the full lifecycle of power projects, including thermal and renewable energy ventures, and other infrastructure projects, including public-private partnerships. He has acted as local counsel for the Turkmenistan Government on the TAPI Gas Pipeline Project and has represented federal and provincial governments on SOE privatisations and PPP projects. He has also provided expert witness services on Pakistani law in the Grand Court of the Cayman Islands in a case related to K-Electric.

Bilal holds an LL.B. (Hons) from the University of Hull (1997), an MSc from the London School of Economics (1998), and completed the Bar Vocational Course at Cardiff University (1999). He is a member of the Honourable Society of Lincoln's Inn, the Sindh High Court Bar Association and the Sindh Bar Council.

He is recognised by Chambers Asia-Pacific as a distinguished practitioner in energy sector M&A and by The Legal 500 for his commercial knowledge and in-depth understanding of the energy sector.
